Phu Yen province is located in the south of the Central Vietnam, bordering Binh Dinh province to the north, Khanh Hoa province to the south, Gialai - Daklak province to the west, East sea to the east. Phu Yen has a total area of 5,278 square kilometres and the population of nearly 730,000 in different ethnic groups.;

Phu Yen separated from Phu Khanh province in 1989 has many famous landscapes such as: Nhan Mountain, Da River, O Loan Lagoon, Da Bia Mountain, Da Dia Rapids, etc. In July 1999, on the ocassion of the 10th Anniversary of Provincial Foundation, Phu Yen People's Committee in coordination with Department General of Posts & Telecommunications (DGPT) issues the stampset "Phu Yen's Landscape" with one value of 400d.

The stampset shows one of the Phu Yen's beauty-spots: Da Rang Bridge - Nhan Mountain - Da River.

On July 1, 1999, at Phu Yen provincial post office, Department General of Posts & Telecommunications (DGPT) is to organize the special issue ceremony for this stampset.
