The United Nations has decided to choose the Year 2001 as "United Nations’ Year of Dialogue Among Civilizations" and calls for all Governments, UN's Education, science and Culture Organization (UNESCO) and othere international and non-governmental organizations to prepare and carry cut programs of culture, training and society in order to increase talks among civilizations. Especially the UN organizes meetings, conference and seminars to spread experiences and information concerning this matter. In order to implement the UN's decision, the Universal Postal Union (UPU) requires every member to organize a stamp designing competition and send the designs to UPU's Office for the International Judge Council to choose one design for common issue of all nations on October 9 - World Postal Day.
Responding to UN's Resolution No.53/52 and UPU's Bulletin No. 415, the Department General of Posts and Telecommunications issues the stampset "United Nations’ Year of Dialogue Among Civilizations".
The stampset consists of one face value of VND800 depicting five children symbolizing the five continents.
